Information and Operations System

With IES, the Confederation is establishing a standardised digital solution for the Swiss healthcare system in the event of an incident. The platform connects cantonal emergency response organisations and hospitals while simultaneously ensuring supply monitoring for vital therapeutic products.

Command staff and emergency response organisations use IES to coordinate medical services in the event of an incident — patient tracking, hospital capacities, and resource planning, in real time and across cantons.

The Therapeutic Products Platform is the central reporting office for vital therapeutic products. It records supply shortages and delivery disruptions, enabling the Federal Office for National Economic Supply (FONES) to maintain an up-to-date situational picture and take targeted measures to safeguard market supply.

About IOS

What is IES?

The Information and Operations System (IOS) is Switzerland's central platform for managing major incidents and emergencies in the healthcare sector. While cantons, hospitals, and emergency response organisations use the system for situational awareness and patient management, the connected Therapeutic Products Platform (HMP) enables the Confederation and marketing authorisation holders subject to reporting requirements to detect supply shortages at an early stage. Key functions at a glance:

Patient tracking

Patient tracking

Seamless real-time overview of all affected persons — from initial on-site care and transport to hospital admission.

Hospital Capacity

Hospital Capacity

Bed occupancy, available capacities, and current admission readiness of all hospitals at a glance — in real time and across cantons.

Mission Coordination

Mission Coordination

Cross-cantonal coordination of command staff, emergency response organisations, and transport and rescue resources for a seamless rescue chain.

Situational overview

IOS Mobile App

With the mobile app, emergency response personnel have IOS directly at their fingertips on smartphones or tablets — primarily for rapid on-site patient registration, logging administered treatments, checking patient status, and coordinating patient transports in real time.

Safety Notice:

To prevent any confusion during real-world incidents, two distinct apps are provided:

  • Operational App: Exclusively for real-world operations and the operational management of major incidents.
  • Training App: A dedicated environment for training sessions and exercises, ensuring complete separation between live patient data and practice scenarios.

Involvement

Together towards the new IOS

The IOS system is being completely redeveloped from scratch as part of the IOS NG project and will replace the legacy system. The requirements of the federal government, cantons, blue-light organizations, hospitals, and the armed forces are directly integrated into the design and implementation through close collaboration with partners. This ongoing engagement ensures that the new system meets the operational needs of day-to-day practice and is broadly supported by all stakeholders.

Strategic Level

At the strategic level, decision-makers from public authorities, hospitals, blue-light services, and the armed forces secure the overarching foundation of the system. The primary focus lies on broad acceptance, securing human and financial resources, and establishing the legal frameworks required for cross-organizational operations.
